Family Research Council (FRC) is a nonprofit organization based in Washington, DC dedicated to articulating and advancing a family-centered philosophy of public life. Its mission is to serve in the kingdom of God by championing faith, family, and freedom in public policy and the culture from a biblical worldview. In addition to providing policy research and analysis for the legislative, executive, and judicial branches of the federal government, FRC seeks to inform the news media, the academic community, business leaders, and the general public about family issues that affect the nation from a biblical worldview.


The Vice President, Finance & Business Services serves on the senior leadership team and oversees day-to-day operations of a full range of financial and business services, including budget and finance, accounting, audit, payroll, taxes, investments, banking, legal services, compliance, constituent services, facilities, security, insurance, and risk management.

ABOUT THE ORGANIZATION

Family Research Council was founded in 1983 with an immediate goal to counter the credentialed voices arrayed against life and family with equally capable men and women of faith. Jerry Regier was FRC's first president. His foundational work formed the core for the organization’s long-term success as he developed fresh means to link pro-family experts with government research and policy-making offices.


In 1988, FRC merged with Focus on the Family and Gary Bauer assumed its leadership. Bauer gave close attention to building a national network of concerned citizens and educated activists eager to engage the national issues impacting faith, family, and freedom. During this time FRC opened its doors to a home office in the heart of a revitalized Washington, DC. The organization became an independent nonprofit in 1992.


In 2000, FRC's board of directors appointed Kenneth Connor as the third president. Connor sought to sharpen FRC's public policy agenda, with special focus on the sanctity of human life, defense of man-woman marriage, humane elder care, religious liberty, parental choice in education, and family tax relief.


In 2003, FRC welcomed Tony Perkins as their fourth and current president. Tony previously served for eight years in the Louisiana legislature where he pioneered measures like the nation's first covenant marriage law. He brought to FRC the profound conviction that campaigns to protect family and the church could not succeed without a renewal of cultural engagement among the pastorate. He then created a department dedicated to reaching, equipping, and emboldening pastors.


Today, FRC is a $25 - $30 million organization with approximately 100 employees. In addition to its work with elected leaders and policymakers, FRC has a rapidly growing communications arm. In 2022, it launched The Washington Stand (TWS), a media outlet for news and commentary from a biblical worldview. TWS has an accompanying podcast called Outstanding, which examines the headlines through the lens of Scripture and explores how Christians should respond. FRC’s flagship program is Washington Watch with Tony Perkins, a one-hour television and radio show broadcast each weekday on over 800 radio stations across the country and on the DirecTV and Dish networks.  In May 2024, FRC launched the Stand Firm app, a cancel-resistant platform for like-minded individuals to find community, stay rooted in Scripture, and follow the news from trusted sources. All of this merely forms the core of a greatly expanded slate of broadcast, video, and digital content that is planned for the future.



 



ABOUT THE ORGANIZATION'S CULTURE

Family Research Council is a trusted voice to those identified by George Barna as Spiritually Active, Governance Engaged Conservatives (SAGE Cons) who value human life, families, and religious liberty. They are known for solid public policy positions that are rooted in scripture and sensitive to the Holy Spirit, and for providing guidance to help shape culture that is aligned with a biblical worldview.


The organization itself has a fast-paced culture—as news happens in “real time”—and, as such, the team is hardworking, responsive, and adaptable; not afraid to run into the chaos of the world around them. In many ways, this mirrors the overall culture of Washington, and presents some internal communications challenges, which they are intentionally working to improve. They are blessed with great relationships in DC and, depending somewhat on the administration currently in place, have tremendous access to newsmakers and decision-makers in both the administration and on Capitol Hill.


That being said, theirs is very much a family-friendly, spiritually-focused culture where everyone is working for a common cause and believes in the critical importance of what they do and why they do it. It is an affirming environment, healthy and consistent, with an understanding that God is ultimately in charge. FRC is blessed with a talented, experienced, committed, and passionate team. Leadership is flexible and adaptable to the needs of team members while also expecting excellence in their work product. It is an environment where most of the staff enjoy great friendships with one another outside of the office, and there is, overall, a very low turnover rate among employees, with many having been with the organization for 10+ years. OPPORTUNITIES AND CHALLENGES

Family Research Council is excited about the future as they grow and increase their visibility as they stand alongside those who are championing faith, family, and freedom in the public square. With this type of work, first and foremost, this person will need to be called to this ministry and spiritually ready for attacks from the enemy. In addition, this person will need to balance a fast-paced environment and strategic priorities, with the ability to pivot when important issues arise - be proactive as well as reactive to any situation that arises while being humble and discerning.


This VP will need to be confident in their leadership abilities as well as in their calling to serve the president and his vision for the future. More than crunching numbers, the role needs a leader who can discern what the organization needs without getting bogged down – a leader who does not back down, but keeps advancing with the team. This person is able to keep sight of what was committed to last month and can gently remind leaders and hold the organization accountable. It would be ideal if this individual had experience with both non-profit and for-profit work. A CPA is preferred, but not required.  Words like leader, flexible, strategic, team player, business and financial acumen describe this person.

Location: Options for Washington, DC; Holland, MI, or Baton Rouge, LA. Prefer the position be based in Washington, DC


JOB SUMMARY


The Vice President, Finance & Administration serves on the leadership team as primary advisor to the senior leadership team on matters related to finance, accounting and administrative services.  They will oversee day-to-day operations of a full range of services, including budget and finance, accounting, audit, payroll, tax, investment, banking, legal services, compliance,  security, insurance, and risk management.  Responsible for receipt of $20-$30 million in revenue and expenditures. Oversee performance, management, and reconciliation of investments of $5-10 million. 


As a partner to the senior leadership team this position is involved in strategic planning, compliance, forecasting and analysis. Communicate vision, direction, and expectations to internal staff to have an engaged workforce. Provide operational guidance and strategy to enhance constituent experiences with excellence and business efficiency; this includes organizational workflow, performance management, communications strategy, and relevant metrics.  This role will work collaboratively to nurture the desired culture and develop people under his/her care in support of achieving the mission of FRC.    


ESSENTIAL JOB FUNCTIONS


  • ACCOUNTING & REPORTING. Plan, direct, and coordinate all accounting operational functions, including accounts payable and the tracking, monitoring, and controlling of expenses and revenues. Ensure compliance with Generally Accepted Accounting Principles and determine appropriate accounting for new activities and accounting pronouncements.  Oversee maintenance of financial records and manage the accumulation and consolidation of all financial data necessary for an accurate accounting of results. Coordinate and prepare internal and external financial statements and oversee annual financial statement audits.  Prepare Board of Directors' meeting materials and special reports as required for Audit & Finance Committee and full Board.  

  • BUDGET. Responsible for planning and oversight of FRC’s budget process, including annual operating and capital budgets. Collaborate with Executive and Sr. Leadership teams to align department budget requests with anticipated resources and organizational priorities.  Monitor, report, and manage compliance with budgetary constraints; recommend course corrections when appropriate.  Work with Development department in setting revenue objective for annual budget.  

  • TREASURY. Responsible for treasury management, including banking and investment services and relationships. Ensure funds are prudently invested and comply with investment policy, and monitor investment performance, management, and reconciliation. Oversee cash flow management and maintain adequate liquidity to meet the organizations’ obligations. Ensure a robust control environment and manage organization-issued credit cards.

  • COMPLIANCE. Monitor activities of the various organizational entities, including FRC (a 501(c)3), FRC Action (a 501(c)4), two Political Action Committees and a foundation. Ensure activities comply with relevant laws and regulations, including those issued by the Federal Election Commission, state election commissions, and the IRS, and are properly reported to the various regulatory and oversight agencies.  Advise leadership, consulting with outside experts as needed, on appropriate activities within each entity, and track those activities that are permitted on a limited basis. Work with external tax advisor to prepare annual IRS Form 990 filings, and work with other advisors to complete annual charitable solicitation registrations as required by each state for FRC and FRC Action. 

  • LEGAL & CONTRACTS. Review and sign company contracts and Purchase Orders. Work with corporate attorneys on all legal matters including corporate contracts and trademarks. Collaborate with other areas of FRC and outside experts to determine the best organizational and corporate structure, and the integration of new initiatives.

  • INSURANCE.  Oversee the organization’s insurance program.  Manage relationships with insurance brokers, actively participate in the annual renewal of all insurance policies and assess appropriate types and levels of insurance as well as associated premiums.  

  • ADMINISTRATIVE SERVICES MANAGEMENT. Provide input to the constituent services team on processes for handling donations and receipting. Lead teams to clarify and communicate goals and objectives, establish plans that effectively manage workflow, foster teamwork, develop individuals, and operate within budgets. Collaborate with Human Resources on payroll, benefits, benefit administrator relationships and other relevant administrative components of HR.  Serve on the Benefits Committee and advise and collaborate with human resources and executive leaders for health care plan renewal and other benefit program setup.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES (KSAs)


  • Bachelor's degree with an emphasis in a business-related field; prefer CPA or CFA.  

  • Requires ten plus (10+) years of related work experience.  An equivalent combination of training and experience would also be acceptable.

  • Significant experience in finance and accounting, preferably combined with expertise in relevant legal, tax and regulatory matters and direct exposure to 501(c)3 and 501(c)4 organizations. 

  • Minimum of five (5) years’ experience in managing teams, with an emphasis on building and managing teams performing at a high level. Demonstrated track record as a manager of teams with ability to lead and influence others; grow and nurture team members. Able to delegate responsibilities to maximize team and individual contributions. 

  • Strong organizational skills and ability to meet deadlines under pressure and in a fast-paced environment. Must have a mindset for execution and implementation. Ability to effectively prioritize and manage competing efforts and deadlines on a continuous basis. Attention to detail and proven ability to follow through. 

  • Excellent communication skills and the proven ability to build strong collaborative relationships. Willing to be hands-on to develop and coach others in a growing organization. 

  • Must be independent, self-motivated, goal-oriented, and have a high-energy level. 

  • Able to keep flexible hours and willing and able to travel as needed to oversee financial and business needs of the organization. 

  • Must have a vibrant and growing Christian faith. Requires a whole-hearted belief in and understanding of the mission and strategic direction of the organization.


COMPENSATION & BENEFITS


  • Salary: Commensurate with experience and size of organization.

  • Benefits Package: FRC offers a comprehensive benefits plan covering medical, dental life insurance, STD, LTD, matching 403(b) plan and education reimbursement.

  • PTO (Paid Time Off) Twenty-one (21) days, accrued in a year’s time, plus eleven (11) paid holidays.

  • Relocation: Yes, negotiable.

  • Travel Expectations: 3–20 times per year, depending on home base location of VP.
